Une reforme antirepublicaine? Polemiques Autor de la Reforme Bérard (1921-1923)

Nel 1923, il ministro dell’Istruzione pubblica Léon Bérard impose una riforma dell’istruzione secondaria che rendeva obbligatorio il latino nelle prime quattro classi (dalla 6e alla 3e) e il greco nella 4e e nella 3e). Questa riforma consisteva nell’abolizione del corso “moderno” (senza latino) nei primi quattro anni dell’istruzione secondaria. Gli oppositori hanno definito la decisione ministeriale antidemocratica. Da un lato, perché la riforma avrebbe reso difficile il passaggio dall’istruzione primaria a quella secondaria e quindi accentuato la chiusura sociale delle scuole secondarie. Dall’altro, per l’autoritarismo con cui il ministro aveva deciso la riforma. Léon Bérard si difese insistendo sugli aspetti democratici della sua riforma. Secondo lui, i suoi avversari hanno politicizzato il dibattito perché non avevano argomenti pedagogici da proporre. Le misure adottate sono state ispirate dagli insegnanti delle scuole superiori, che sono i migliori giudici di ciò che è necessario per l’istruzione secondaria. Se la loro associazione condannasse infine la sua riforma, sarebbe anche per motivi politici.
En 1923, le ministre de l’Instruction publique Léon Bérard impose une réforme de l’enseignement secondaire qui rend obligatoire le latin dans les quatre premières classes (de la 6e à la 3e) et le grec en 4e et en 3e). Cette réforme revient à supprimer la filière « moderne » (sans latin) des quatre premières années de l’enseignement secondaire. Ses opposants ont qualifié la décision ministérielle d’anti-démocratique. D’une part, parce qu’à leurs yeux la réforme va rendre difficile les passages de l’enseignement primaire vers l’enseignement secondaire et va donc accentuer la fermeture sociale des lycées et des collèges. D’autre part parce qu’ils dénoncent l’autoritarisme avec lequel le ministre aurait décidé cette réforme. Léon Bérard se défend en insistant sur les aspects démocratiques de sa réforme. Selon lui, ses adversaires politisent le débat parce qu’ils n’ont pas d’arguments pédagogiques à lui opposer. Les mesures qu’il a prises lui aurait été inspirées par les professeurs de lycée, les mieux à même de juger de ce qu’il faut pour l’enseignement secondaire. Si leur association a finalement condamné sa réforme, ce serait aussi pour des raisons politiques.
